هذا الكتاب هو من حيث التسلسل التاريخي السردي استكمال للكتاب الأول الذي كان المؤلف قد أصدره عام 1984 وتعلق بالقضية الكردية العراقية في العشرينات، وفيه أي هذا الجزء الثاني يتابع المؤلف استقصاء سيرة التطور التاريخي للقضية الكردية في العراق وذلك حتى سقوط نظام عبد الكريم قاسم في 8 فبراير شباط 1963، وهو لا يتوقف فقط عند السرد التاريخي وحده، وإنما يتجاوز من الناحية السياسية إلى إبداء الرأي في الحل، إلى جانب هذا يضم الكتاب وللمرة الأولى، سلسلة برقيات بريطانية رسمية، سرية كان المؤلف قد ترجمها عام 1984.
