أبرز القضايا التي تستوجب إعادة النظر هي مسألة الدولة ودورها في مجتمع المستقبل ضمن المعطيات والحقائق الموضوعية التي أفرزتها التطورات الحديثة في مجال السياسة والاقتصاد والعلوم والتكنولوجيا. وهنا لا بد من تناول الجسم الإداري للدولة والمتمثل في الأجهزة التابعة لها والتي يتعامل معها المواطن يومياً من أجل إدارة شؤون حياته، فبالنسبة للمواطن العادي تمثل تلك الأجهزة والهياكل البيروقراطية الجانب الحسي والعملي من مؤسسة الدولة الكبيرة، وكفاءتها وعدم كفاءتها هما المعياران اللذان يستخدمهما الفرد في الحكم على قدرة النظام على الاستجابة للمطالب الحيوية للمجتمع البشري وإنجاز الخدمات الضرورية لجعل الحياة في عالم اليوم أمراً ممكناً.
إن أبرز ما يميز أنظمة الدول التي تسمى بالدول النامية أو العالم الثالث هو التناقض الصارخ بين ما تطرحه الدولة ممثلة بنظامها السياسي والممارسات اليومية لأجهزتها الإدارية. وفي رأيي أن السبب الرئيسي في هذا التناقض هو افتقاد تلك المنظمة لقاعدة فكرية أيديولوجية تمثل الأساس الذي تبنى عليه أنظمتها الإدارية وخلو أذهان أولئك المسؤولين والحكام من الرؤية المستقبلية التي تقود السياسات والبرامج التنموية.
إنه وبالرغم من إشكالية العلاقة بين الأيديولوجية في دولة ما ونظامها الإداري هو عبارة عن التجسيد العملي للطريقة أو الوسيلة التي يتحقق بواسطتها الحلم أو الرؤية المستقبلية ضمن المعطيات أو الظروف الموضوعية القائمة والمتوقع حدوثها خلال المستقبل المنظور وإذا أخذنا بعين الاعتبار الدول الحاسم للدولة في عملية التنمية فيما يطلق عليه بمجموعة الدول النامية نرى أهمية بلورة وصياغة تلك الرؤية ومدى تأثيرها على مستقبل الأجيال القادمة في تلك الدول.
