لقد استحوذ موضوع التنمية المستدامة على إهتمام العالم كلّه، فعُقدت من أجلها القّمم والمنتديات العالمية، فتّتضح أهمية هذا الموضوع من خلال الإهتمام العالمي المتزايد بالقضايا المرتبطة إرتباطاً وثيقاً بالبّشر والبيئة، والتّي برزت بوضوح في المؤتمرات العالمية، إبتداء من مؤتمر ستوكهولم حول التّنمية البشرية عام 1972، ومروراً بقمّة الأرض في ريو دي جانيرو بالبّرازيل حول البيئة والتّنمية عام 1992، كما قام رؤساء وحكومات ما يزيد عن 147 دّولة وحكومة، في سبتمبر 2000، بالتّوقيع على إعلان الألفية، وأكدّوا مجدّداً دعمهم لمبادئ التّنمية المستدامة، ووصولاً إلى قمّة جوهانسبرغ التيّ عُقدت في جنوب إفريقيا صيف عام 2002، حول التّنمية المستدامة، فالملتقى العاشر للمؤتمر الإسلامي بكوالا لامبور بماليزيا حول المعرفة والحكمة عام 2003.
فلم تعد التّنمية المستدامة في الحقيقة، ترفاً فكرياً، بل هي مطلب أساسي لتحقيق العدالة والإنصاف، في توزيع ثمار ومكاسب التّنمية والثّروات بين الأجيال المختلفة والمتعاقبة، لشعوب المعمورة قاطبة، حيث أنّ تحقيق التّنمية المستدامة يتطلّب توجيه الإهتمام لا بالنّمو الإقتصادي فحسب، وإنّما كذلك بالمسائل الإجتماعية الأخرى، وما لم يتّم التّصدي بصورة كاملة لتحوّل المجتمع وإدارة البيئة، إلى جانب النّمو الإقتصادي، فإنّ النّمو في حدِّ ذاته سيتعرّض للمخاطر على الأمد البعيد، لذلك تتجلّى بوضوح أهميّة الموضوع وأحقّيته في الدّراسة والبّحث.
وبذلك فقد جاءت "الإشكالية العلمية المطروحة" محصورة أساساً في مدى إمكانية تحقيق تنمية مستدامة في الجزائر، وما هي الصّعوبات والتّحديّات التّي تحول دون ذلك، على الرّغم من توفر الإمكانات الطّبيعية والمتاحات المادّية والبّشرية؟.
