تستهدف هذه الدراسة بحث خلفية ومضمون الميثاق العربي لحقوق الإنسان وبيان أثر إقرار الدول العربية لهذا الميثاق وقبولها له على الأمن العربي والأنظمة السياسية في الوطن العربي.
ولقد قسمت الدراسة إلى الفصول الآتية: [الفصل الأول: ويعالج الإطار القانوني والسياسي لحماية حقوق الإنسان. وفي هذا الفصل أعرض لمفهوم حقوق الإنسان وعلاقة حقوق الإنسان بالنظم السياسية والأطر القانونية والسياسية لحماية حقوق الإنسان على المستويين القومي والدولي. الفصل الثاني: ويتناول الوضع في الوطن العربي بالنسبة لحقوق الإنسان والجهود الرامية لإعداد وإقرار ميثاق عربي لحقوق الإنسان. الفصل الثالث: ويعرض لدور اللجنة العربية الدائمة لحقوق الإنسان في الجامعة العربية لتحديث وبلورة مشروع الميثاق وتأثيرات الأمم المتحدة والمجتمع المدني على هذا الدور ومضمون الميثاق كما أوصت به اللجنة وأقره مجلس الجامعة العربية على مستوى القمة. الفصل الرابع: ويبحث في أثر الميثاق على الأمن القومي العربي وعلى النظم السياسية في الوطن العربي]. وتنتهي الدراسة بخاتمة وتوصيات.
