يهدف هذا الكتاب لتوضيح مفهوم حقوق الإنسان في ظل الأنظمة السياسية المختلفة مع التركيز على تلك الحقوق في النظام السياسي الأردني، ولما كان لا يمكن فهم مميزات النظام السياسي الأردني بمعزل عن الأنظمة السياسية العالمية، فقد خص الكتاب النظام البرلماني في بريطانيا، والنظام الرئاسي المرتبط اسما بأمريكا والنظام السياسي المختلط الذي يجمع بين مميزات كل من النظامين السابقين والمطبق في فرنسا بدراسة خاصة وموسعة.
وبعد استكمال قراءته لتلك الأنظمة توقف الكتاب عند دراسة النظام السياسي الأردني لمعرفة خصائصه ومميزاته مقارنة بغيره من الأنظمة، خاصة في مجال الفصل بين السلطات واحترام حقوق المواطنين، وهنا تمت معالجة خصائص الدستور الأردني والسلطات المختلفة واختصاص كل منها، كما أفرد فصلاً خاصاً للحياة السياسية وتنميتها في الأردن، وأهم المرتكزات التي استندت إليها مثل الميثاق الوطني وقانون الأحزاب، يأتي ذلك كله كمقدمة لدراسة حقوق الإنسان في الأردن مقارنة بالأنظمة السياسية الأخرى والإعلام العالمي لحقوق الإنسان.
