يضم هذا الكتاب توثيقاً لتشريعات الصحافة في 19 دولة عربية هي: (مصر، السودان، ليبيا، تونس، الجزائر، المغرب، موريتانيا، السعودية، سلطنة عُمان، اليمن، قطر، البحرين، الإمارات العربية المتحدة، الكويت، العراق، سوريا، لبنان، الأردن، السلطة الفلسطينية)، وقد قدّم لهذا التوثيق بدراسة تتناول النظم الصحافية السائدة في البلدان العربية.
وقد رأى الباحث أن يتناول في الفصل الأول بإيجاز الصكوك الدولية ذات الصلة بالحق في حرية الرأي والتعبير وموقف الدساتير العربية من هذا الحق ثم انتقل في إيجاز للتعرف على النظم الصحافية السائدة في العالم، وتناول بعد ذلك تشريعات الصحافة العربية للتعرف على فلسفة المشرع فيها، والتعرف على أي الأنظمة الصحافية أخذ بها المشرع العربي من حيث حرية إصدار الصحف وملكيتها والقيود المفروضة عليها ومدى الرقابة التي يفرضها على مضمون الرسالة الإعلامية، وتنظيم مهنة الصحافة وحقوق الصحفيين، وحرية إنشاء المطابع وتداول المطبوعات ثم أخيراً القيود المفروضة على مضمون الرسالة الإعلامية...
وقد استخدم الباحث المنهج الوصفي وإدارة تحليل مضمون التشريعات وبالتالي فإنه لا يمس وضعية حالة حقوق الإنسان. وعلى وجه الخصوص أوضاع حرية الرأي والتعبير في هذه البلدان لأنها تخرج عن إطار البحث وبالتالي قصّر بحثه على رصد الانتهاكات في التشريعات العربية، وقام بتحليل مضامينها بقدر ما تتسع له هذه الدارسة.
وتجدر الإشارة إلى أن هذه الدراسة هي خلاصة دراسة قام بإعدادها الباحث للاتحاد العام للصحفيين العرب والمعهد العربي لحقوق الإنسان بتونس، عن تشريعات الإعلام العربية من منظور حقوق الإنسان، وكانت محل مناقشة ساخنة في الندوة التي عقدت بالقاهرة في 1999/9/28، تحت عنوان (الإعلام وحقوق الإنسان).
