"...تمثل الثقافة السياسية في العصر الراهن أحد أهم المداخل في علم الاجتماع السياسي وبخاصة لدى باحثي العلوم السياسية لدراسة ثقافة الشعوب سواء المتقدمة أو النامية، وذلك بهدف التعرف والتعمق في درجة الوعي والتقدم الذي تتمتع به أو لوضع الحلول الكفيلة بتطوير وتنمية تلك الثقافة نحو منحى أكثر ديمقراطية وحداثة. إن دراسة مكونات الثقافة السياسية لدى هذه الشعوب وطبيعة عمل وآليات النظام السياسي لديها من خلال مدخلات ومخرجات العملية السياسية تهدف إلى الإطلاع على مستوى تقدم تلك الثقافة السياسية التي وصلت إليها هذه الشعوب وإلى قياس مستوى الوعي الديمقراطي الذي تتمتع به سلوكاً وممارسة.
لذا حاولت الدراسة التعمق في الثقافة السياسية للمجتمع اليمني، وعلى وجه الخصوص ما يتعلق منها بالثقافة القبلية ولا سيما في الجانب الديمقراطي منها، حيث إن الديمقراطية هي نهج حديث نسبياً يمر به المجتمع اليمني منذ تحقيق الوحدة في أيار/مايو 1990، مع الأخذ في الاعتبار أن المجتمع اليمني في معظم تكويناته يتشكل من عدد من القبائل القوية التي تطبع الكثير من ثقافتها وتأثيراتها وسلوكياتها وملامحها وعاداتها وتقاليدها على توجهات ومخرجات الثقافة السياسية للمجتمع اليمني وعلى طبيعة التزاماتها نحو السلطة والنظام السياسي وبالتالي، فإن الثقافة السياسية في هذا الجانب تمثل سيكولوجيا الأمة في ما يتعلق بالشأن السياسي...".
