في الآونة الأخيرة أصبحت فترة وجود حكومة تصريف الأعمال مماثلة لفترة الحكومة كاملة الصلاحيات، حيث أصبحت حكومة تصريف الأعمال ظاهرة سياسية يرتبط اسمها بلبنان، وتتلاشى فيها الحدود بين التصريف الضيق للأعمال، وبين الظروف الاستثنائية والتصرف كحكومة كاملة الصلاحيات. وفي السياق نفسه، فإن مسألة الشغور الرئاسي في منصب رئاسة الجمهورية اللبنانية، والصراع الطويل الأمد الّذي يزيد من الأزمة السياسية، وبالتالي طول مدّة الفراغ، من الممكن فقهياً، لا سيما في ظلّ وجود آراء فقهية دستورية، من الممكن فقهياً أن تستعيد هكذا نوع منزالحكومات كامل صلاحياتها في ظلّ وجود ظروف استثنائية، ولا سيما في حالة طول الفراغ في منصب رئاسة الجمهورية. إلا أن تعويم حكومة تصريف الأعمال في الظروف العادية، يتناقض مع مبادئ تداول السلطة والتعددية السياسية التي توثر على المعارضة والعملية الديمقراطية. قمت بتأليف هذا الكتاب واضعاً مسار القانون السياسي للسلطة وعملية الحكم الديمقراطي.
