يتناول هذا الكتاب تحليل عملية صنع القرار في تركيا من خلال بحث إطارها الفعلي-الديناميكي، بما يشمله من عناصر القيادة والنخبة السياسية والقوى المؤثرة كالأحزاب وجماعات المصالح و"الطرق الدينية" والرأي العام ووسائل الإعلام-من ناحية أخرى، فضلاً عن تحليل أبرز مشكلات البيئة الداخلية والخارجية لهذه العملية. ويتناول أيضاً العلاقات العربي-التركية، وعناصر الاستمرارية والتغير والتناقض فيها، وخصوصاً في ضوء التحالف العسكري الاستراتيجي بين تركيا وإسرائيل.
إن تحليل مشكلات البيئة الداخلية والخارجية لعملية صنع القرار في تركيا يرتكز في الأساس على المشكلات التي تؤثر، بشكل أو بآخر، في العلاقات التركية-العربية، وفي عملية صنع القرار في تركيا إزاء المنطقة العربية أو بعض دولها، سواء المجاورة لها (العراق-سوريا)، أو ذات الثقل الإقليمي (مصر)، أو ذات القدرات المالية والاقتصادية (بلدان الخليج العربي)، فضلاً عن علاقاتها بدول الجوار الأخرى، الطبيعي منه (إيران) أو غير الطبيعي (إسرائيل). كما يبحث الكتاب تأثير التغييرات الإقليمية والدولية-كحرب الخليج الثانية وتداعياتها، ونهاية الحرب الباردة، وبدء العملية السليمة والترتيبات "الشرق أوسطية"، ومواقف قوى دولية مؤثرة كالولايات المتحدة الأمريكية ودول الاتحاد الأوروبي إزاء مطالب معينة لتركيا-في عملية صنع القرار فيها.
