لما كانت طبيعة التأمين التجاري لاتتفق مع أحكام الشريعة الإسلامية لما فيه من الغرز والجهالة واستثمار أقساط التأمين بالربا كأن لابد من التفكير بالبديل الإسلامي المتمثل بشركات التأمين الإسلامي التي تعتمد على التأمين التعاوني أساسا ومحور الممارسة العمليات التأمينية وبضمان نجاح شركات التأمين الإسلامي كان لابد من إعادة التأمين. وقد تناول الكتاب الموضوع بإسهاب ووضح مفهوم التأمين التجاري وتاريخه وخصائصه وعناصره وأنواعه ومشروعيته ثم طرح الكتاب بديلاً لتأمين التجاري وهو التأمين التعاوني المركب وأحله فكان لابد من تطوير هذا التأمين والارتقاء به الى مستوى تندفع به الحاجة الى التأمين التجاري وذكر نشأته وعناصره وخصائصه وغير ذلك ثم انتقل الى مفهوم إعاددة التأمين موضحا تاريخه وأهدافه وطرق إعادة التأمين وصورة ومشروعيته ثم أشار الى الحل الإسلامي لمشكلة إعاده التأمين، كما اشتمل الكتاب على ملحقات تضم أراء وفتوى فقهاء المجتمع الفقهي لرابطة العالم الإسلامي وهيئة كبار العلماء بالمملكة العربية السعودية وقرار المجلس الإفتاء الأردني وتقرير الدكتور عبد العزيز الخياط لمجلس الإفتاء الأردني واتفاقية إعادة التأمين الخاص بشركة التأمين الإسلامية في الأردن.
