تعتبر ظاهرة الإجرام واحدة من أشد ظواهر السلوك الإنساني تعقيدًا، ومن أهم التهديدات التي تواجه أمن وسلامة ومصالح الأفراد والجماعات والمجتمعات بشتى صورها، ولذا فقد اهتمت كافة المجتمعات والدول بالتصدي لها بكافة السبل والوسائل، واتجهت الجهود إلى وضع سياسات واستراتيجيات وطنية تقوم على مساهمة كافة قطاعات الدولة الرسمية وغير الرسمية وفي مقدمتها أجهزة التشريع العقابي والعدالة الجنائية.
وسعى المهتمون بمكافحة الجريمة إلى الاستعانة بالعلوم الإنسانية والنفسية والاجتماعية والقانونية وغيرها، وبما تقدمه من معطيات بغرض السيطرة على هذه الظاهرة أو الحد منها، إلا أنه– ورغم ذلك كله– وبدلًا من أن يؤدي ذلك إلى الحد من هذه الظاهرة أو تحجيمها، فإنه على العكس قد تبين أنها تزداد خطرًا وضراوة وتفاقمًا في كل بلدان العالم. لقد أدى التقدم التكنولوجي الكبير– وبخاصة في مجال الاتصالات والمواصلات بين كافة أرجاء المعمورة– إلى تطور الجريمة بوجه عام وظهور أنماط جديدة منها على كافة المستويات الوطنية والإقليمية والعالمية، فزادت معاناة العالم من الجريمة المنظمة والإرهاب، والمخدرات، وأنشطة غسيل الأموال، وتزييف العملة، والجرائم البيئية والصناعية والمعلوماتية، وسرقة الأعمال الفنية والتحف الأثرية، وزادت خطورة بعض هذه الأنشطة الإجرامية إلى درجة فاقت قدرات جميع الدول قاطبة على المواجهة، بما في ذلك الدول الكبرى.
حيث يثير موضوع "التعاون الدولي في مجالات مكافحة المخدرات"– إلى جانب المشكلات الخاصة بظاهرة الإجرام ومناهج مكافحتها– العديد من القضايا المتعلقة بالتعاون الدولي في حد ذاته، سواء من منظور المجتمع الدولي أو من منظور الدولة الوطنية، هذا وكما تناول الكتاب جانبًا من المقارنة بين كل من استراتيجية جمهورية مصر العربية والولايات المتحدة الأمريكية في مجال مكافحة الجريمة، وقد تم اختيار الولايات المتحدة الأمريكية– كنموذج للمقارنة– باعتبار كونها أكثر دول العالم استهلاكًا للمخدرات كما أنها تعد دولة منتجة للمخدرات، فضلًا عن كونها مسرحًا لعمليات الإجرام المنظم، وهي تمثل نموذجًا هامًا للدراسة نظرًا لأن أنظمتها كان لها دورها المميز- تنظيمًا وتخطيطًا وتنفيذًا- في مجال مكافة جرائم المخدرات والجريمة بوجه عام وفي مجال تنمية "التعاون الدولي" لهذا الغرض بوجه خاص.
