فقد تناول الفصل الأول من هذا الكتاب مقومات التمويل الدولي والتطورات المعاصرة، ولغرض فهم وإدراك كل الأبعاد التي يغطيها الموضوع فقد تم تقسيمه إلى خمسة مباحث ركز المبحث الأول على المفاهيم الأساسية لموضوع التمويل منطلقاً من نظرية الوساطة المالية والنظام المالي.
وتبعه المبحث الثاني موضحاً مفهوم التمويل الدولي وعوامل نشوئه وتطوره، وركز المبحث الثالث على مناقشة البيئة المالية الدولية بوصفها وعاء للتمويل المالي، وجاء المبحث الرابع ليناقش مسألة جوهرية وهي مسألة التحرر المالي، والتي كانت محور دراسة ونقاش لأكثر من نصف قرن.
واختتم الفصل بالمبحث الخامس والذي عرض مسألة في غاية الأهمية وهي تركيبة تدفق رأس المال والتي لا بد للقارئ أن يدركها قبل الخوض في تفصيل التمويل الدولي.
