في ضوء ازدياد انتشار الجريمة وتغير أنماطها وظهور أنواع جديدة منها على ساحل المجتمع، وفي ضوء بروز عوامل سببية جديدة تدفع للجريمة والجنوح والانحراف والإدمان والعنف والإرهاب وخاصة تلك الجرائم البشعة التي يقشعر منها الوجدان ويهتز لها ضمير الإنسان وهي جرائم الأقارب واعتداء الأبناء على الأجداد، وقتل الأزواج والزوجات والأجداد.
وفي ضوء كل ذلك تعرض "عبد الرحمن العيسوي" الباحث في هذا الكتاب لتقنية الجريمة من خلال إلقاء الأضواء عليها وتوجيه الأنظار إلى أسبابها واقتراح البرامج والحلول الممكنة لمكافحة الجريمة ومنع تزويدها من خلال الروافد الجديدة المتمثلة في الشباب والمراهقين والصبية وما يعرف اليوم باسم أطفال الشوارع وهم فئة من الأطفال المشردين الذين لا مأوى لهم؛ كما وعنى بتحليل السلوك الإجرامي لمعرفة دوافعه وبواعثه والعوامل التي تمهد له وتهيئ الفرد كيف يكون مجرماً ويتسع مفهوم الجريمة ليشمل العديد من الأفعال أو السلوكيات التي يعاقب عليها قانون الدولة في مكان محدد وفي زمان معين، كما وتضمن الكتاب نصوص قانون الأحداث وكان له دراسة ميدانية ساعدته على تحديد الأمراض النفسية التي يعاني منها الأحداث وإجراء مقارنة بين الأسوياء والجانحين.
