ولذلك علينا أن نعلن بصوت عالٍ كفى... وعلينا أن نلغي ثقافة الأصوات المخنوقة أو الشفاه المقطبة والألسن الخرساء، فالحرية هي متطلب شعبي وإنساني وفكري، فلنعمل معاً لإخراجها من براثن التشريعات المتخلفة والتسلطية، فالإنسان هو جوهر وفلسفة التنمية.
ومن هنا جاء هذا الكتاب بعنوان فلسفة التشريعات الإعلامية وسيتبعه بإذن الله تعالى التشريعات الإعلامية وسيتبعه بإذن الله تعالى كتابين هما "ثقافة التعبير والرأي"، و"حرية الصحافة ما بين الواقع والتطبيق لاحقاً".
هذا ويشتمل الكتاب على ستة فصول، حيث استخدمنا المنهج التاريخي والنقدي، فالفصل الأول تناول فلسفة التشريع ما بين العقل الحداثي والعقل الكلاسيكي، فيما جاء الفصل الثاني ليناقش التطور التاريخي للتشريعات الإعلامية التي عرفتها المجتمعات المتقدمة والنامية، كذلك تناولنا في الفصل الثالث أبرز النظم التشريعات الإعلامية وأبرز الفلسفات التي ارتبطت بالصحافة والإعلام أما الفصل الرابع: فقد أفردناه للحديث عن رقابة التنظيمات الخاصة ومواثيق الشرف ومجالس الصحافة والإعلام، فيما خصصنا الفصل الخامس للعلاقة ما بين الإتصال والإعلام وحقوق الإنسان على إعتبار أن الإتصال هو حق من حقوق الإنسان.
