الفصل الثاني: الجمهورية بين السلطنة والقبيلة.

يجيب الكتاب عن اسئلة محورية عديدة ظلت منذ امد دون معالجة ومن بينها سؤال ينتشر بين عامة الشعب وان تجاهله بعض مدعي الفكر ومعظم رجال السياسة ونعني بذلك : لماذا لايتمتع جميع أبناء اليمن الشمالي حتى الان بحقوق مواطنة متساوية لاتفرق بين أبناء الوطن الواحد ? وبكلمات اخرى لماذا لم يستقر مفهوم المواطنه بدلاً من مفهوم الانتماء القبلي على الرغم من سقوط الامامة منذ اكثر من 25 عام.
