وجاء في تعريف الكتاب ما يلي:
يمكن القول إن ظاهرة الاحتجاجات لصيقة بمختلف النظم السياسية، فهي موجودة في النظم الديمقراطية وغير الديمقراطية، ولكنها في الأولى عادة ما تؤدي إلى تطوير النظام. أما في الثانية فإنها تكرّس، وربما تعمّق الأزمات، لأن النظام، عادة ما يعجز عن الا صدر عن مركز دراسات الوحدة العربية كتاب "الحركات الاحتجاجية في الوطن العربي (مصر – المغرب – لبنان – البحرين)".

يمكن القول إن ظاهرة الاحتجاجات لصيقة بمختلف النظم السياسية، فهي موجودة في النظم الديمقراطية وغير الديمقراطية، ولكنها في الأولى عادة ما تؤدي إلى تطوير النظام. أما في الثانية فإنها تكرّس، وربما تعمّق الأزمات، لأن النظام، عادة ما يعجز عن الاستجابة لمطالب المحتجين، وكثيراً ما يعمل على التحايل عليها.
وهنا، أهمية هذا الكتاب الذي اقترب من خبرات ونماذج مختلفة، من الصعب وجودها في مكان آخر خارج الوطن العربي. لقد رصد هذا الكتاب مسار الحركات الاحتجاجية في أربعة بلدان عربية (مصر، المغرب، لبنان، البحرين)، مسجلاً طوابع التنوّع والتمايز والتشابه، مع العناية بمعرفة الأبعاد المختلفة لهذه الاحتجاجات والسياقات السياسية والاجتماعية التي ظهرت فيها، إرادة استشراف مستقبلها وقراءة مضامينها المختلفة.
وقد بدا واضحاً من الدراسات الأربع حجم التباين في مسار الحركات الاحتجاجية، وهو الأمر الذي جعلها في بعض الأحيان حركات احتجاج اجتماعي بامتياز لم تقترب من المجال السياسي، كما جرى في الحالة المصرية، أو حملت مزيجاً بين السياسي والاجتماعي، كما هو في الحالة المغربية. أما في لبنان فيمكن اعتبارها نتاج حركات أو فعل سياسي، حيث توظف القضايا الاجتماعية من أجل حسابات سياسية، بدون أن يعني ذلك غياب القضايا الاجتماعية. أما في البحرين فقد عكست حالة من الاستقطاب السياسي "الثنائية القطبية" بين سلطة قائمة ذات انحيازات مذهبية ومعارضة سياسية ذات طابع مذهبي أيضاً، وهو الأمر الذي جعل الحركات الاجتماعية ذات طابع سياسي ومذهبي
