إن إشكالية الحاكمية، بمفهومها وأبعادها وتطبيقاتها، كانت ولا تزال من أخطر الإشكاليات، التي استنزفت الوقت والجهد - ولا نقول الأجر، حيث يُبعث الناس على نياتهم - وفرقت الأمة الواحدة إلى شيع وأحزاب وفرق استظلت كلها بمظلة الحاكمية، كما فهمتها، لتحقيق المشروعية لفكرها وفعلها.
وقد تكون الإشكالية الحقيقية لمسألة الحاكمية، التي شكلت جدار المبكى لكثير من الفرق والجماعات، بالتعسف في توظيف مفاهيمها وعدم الإدراك أن الوحي في الكتاب والسنّة الصحيحة والسيرة العملية إنما جاء بقيم هادية ضابطة لمسيرة الحياة في شعبها المتعددة، ومنها إدارة مسيرة الحكم وكيفية إختيار الحاكم، أو إدارة شؤون الحكم، فهي قيم ومرجعيات ومبادئ وإطار، وليست أنظمة وبرامج.
فالقيم والضوابط والمناهج والإطارات متأنية من معرفة الوحي المعصوم، والبرامج والخطط والأنظمة والإدارة متأنية من إجتهاد العقل، أو معرفة العقل، التي ليست مقدسة ولا معصومة بطبيعة الحال.
يضم هذا الكتاب إجتهادات تحاول لإعادة بناء العقل الناقد، الذي يمكن أن يمتلك الفرقان المعيار (قيم الوحي)، الذي يمكِّنه من القبول والرد، والمعرفة والإنكار، والقدرة على الموازنة والفرز، بحيث يتجنب التعميم والعامية في الأحكام، التي تقود إلى بخس الناس أشياءهم وإختزال عطاءهم في موقف من خطأ أو صواب، بحيث يكون عقلاً قادراً على التمييز بين الخطأ والصواب، قانعاً بأن "كُلُّ ابْنِ آدَمَ خَطَّاءٌ، وَخَيْرُ الخَطَّائِينَ التَّوَّابُونَ" (اخرجه الترمذي)، فلا يُلغى إنسانٌ ويُسقط بخطأ، ولا يُرفع إنسان وتُدعى عصمته بصواب.
