إن التعامل مع القضايا اللغوية لم يعد عشوائياً، بل من خلال دراسة واقعها، والتنبؤ بمستقبلها والتخطيط له. أما في بلداننا العربية اليوم فلن يرقى التخطيط والسياسة اللغوية الى المستوى المطلوب. ولا سيما في العراق موضوع البحث. اذ يعاني العراق منذ سنة 2003 من تحديات كبيرة ومشكلات عسيرة في مجالات عديدة منها: السياسية والاقتصادية والادارية والتعليمية والاجتماعية والاعلامية والأمنية و إن التعامل مع القضايا اللغوية لم يعد عشوائياً، بل من خلال دراسة واقعها، والتنبؤ بمستقبلها والتخطيط له. أما في بلداننا العربية اليوم فلن يرقى التخطيط والسياسة اللغوية الى المستوى المطلوب. ولا سيما في العراق موضوع البحث. اذ يعاني العراق منذ سنة 2003 من تحديات كبيرة ومشكلات عسيرة في مجالات عديدة منها: السياسية والاقتصادية والادارية والتعليمية والاجتماعية والاعلامية والأمنية والصناعية والزراعية ... وغيرها.أما السياسات اللغوية والتخطيط اللغوي فقد اتسمت بالضعف.ومن مظاهر هذا الضعف:
تعطيل المجمع العلمي العراقي الذي كان يتولى العناية باللغة العربية ورسم السياسة اللغوية في العراق بل اخضاعه للمحاصصة . أما بيت الحكمة وهي أعلى مؤسسة علمية اليوم في العراق لارتباطها برئاسة الوز
