إن تدخل الإنسان في اللغة أو في الأوضاع الغوية ليس بالأمر الجدي: ذلك أن الناس حاولوا دائماً وضع القوانين والإفصاح عن الاستعمال اللغوي الحسن أو التدخل في صورة اللغة، كما انتصرت السلطة السياسية دائماً لهذه اللغة أو تلك، واختارت تسيير الدولة بلغة بعينها أو فرض لغة الأقلية على الجماعة. غير أن السياسة اللغوية، من حيث هي تحديد الاختيارات الكبرة في مجال العلاقات بين اللغات والمجتمع، وتطبيقها، أي ما يدعى بالتهيئة أو التخطيط اللغوي، هي مفاهيم حديثة ولا تغطي هذه الممارسات القديمة إلا جزئياً. فإن كان اختيار ألفبائية ما بالنسبة للغة ما هو من مشمولات السياسية اللغوية كما سنرى ذلك لاحقاً، فإن هذا لا يعني أن Cyrille et Methode عندما يبدعان الألقبائية الغلاغولية Glagolitique أي سليلة الألقبائية السيريلية Cirylique أو أن تومي سمبوتة Thomni Sambhota، عندما ضبط الألفبائية التيبتية، يكتبون فصلاً في تاريخ السياسة اللغوية، وعلى هذا النحو، فلئن كانت بعض البلدان مثل تركيا أو أندنوسيا قد شحذت لغة الدولة، بتدخلها في لغة موجودة بقصد تحديثها وتكييفها بحيث تتماشى مع حاجات البلد، فإننا لا نضع على نفس الصعيد مبدعي اللغات الاصطناعية (الأيدو، الأسبرنتو، الفولابوك، الخ) التي ظلت في الغالب حبيسة الأدراج. ذلك أن السياسة اللغوية غير مفصولة عن تطبيقها، إن كتابنا هذا إنما نخصصه لهذا الزوج: السياسة اللغوية والتخطيط.
