يرى الكاتب أن مشكلة تحقيق الأمن في الإقليم الخليجي، كانت وستظل، أحد أهم التحديات التي تواجه بلدان مجلس التعاون الخليجي، وبخاصة في ظل إدراك تلك البلدان الفجوة الجيوبوليتيكية مع الأطراف الإقليمية الأخرى (إيران- العراق)، الأمر الذي دفع بلدان المجلس إلى إيلاء البُعد الدولي أهمية بالغة ضمن سياستها الدفاعية، وهو ما عكسته الاتفاقيات الأمنية الثنائية بينها وبين الدول الغربية الكبر يرى الكاتب أن مشكلة تحقيق الأمن في الإقليم الخليجي، كانت وستظل، أحد أهم التحديات التي تواجه بلدان مجلس التعاون الخليجي، وبخاصة في ظل إدراك تلك البلدان الفجوة الجيوبوليتيكية مع الأطراف الإقليمية الأخرى (إيران- العراق)، الأمر الذي دفع بلدان المجلس إلى إيلاء البُعد الدولي أهمية بالغة ضمن سياستها الدفاعية، وهو ما عكسته الاتفاقيات الأمنية الثنائية بينها وبين الدول الغربية الكبرى، التي وقِّعت عام 1991 ويتم تجديدها كل عشرة أعوام. إلا أن الغزو الأمريكي للعراق 2003، وما ترتّب عليه من تداعيات- أهمها فشل الولايات المتحدة في تحقيق أهدافها ومشروعها الشامل الذي تم بمقتضاه ذلك الغزو- قد أوجدا نوازع الشك لدى مجلس التعاون الخليجي في قدرة الولايات المتحدة على البقاء بوصفها القوة الوحيدة ذات القدرة على حماية أمن الخليج، ومن ثم كان قبول أربعة من بلدان الخليج (الكويت- البحرين- قطر- الإمارات) مبادرة إستانبول للتعاون مع حلف شمال الأطلسي (الناتو) في عام 2004، تطوراً نوعياً في علاقة أمن منطقة الخليج بالأمن العالمي.
ويسعى الكاتب في هذه الدراسة إلى الإجابة عن السؤال التالي: هل يمكن أن يكون حلف الناتو إحدى الركائز الأساسية للأمن في الخليج، أم أنه سيكون مصدراً جديداً لتهديده. إضافة إلى ما يثيره هذا التساؤل الرئيسي من تساؤلات فرعية عدّة، أبرزها: ما هي فرص استقلال الأمن الإقليمي عن الأمن العالمي؟ وهل البعد الدولي الخارجي كافٍ لضمان فاعلية نظام أمني خليجي إقليمي، أم أنه يعدّ مصدر تهديد لهذا النظام؟
