الكاتب الصحفي عبد العظيم حماد يقدم تحليلًا وافيًا في هذا الكتاب، يردُّ فيه على هذا السؤال المثير للجدل؛ حيث يستعرض النظام السياسي المصري، منذ الفترة الليبرالية بعد ثورة 1919 وكيف تسببت مشكلاتها في سيطرة ضباط الجيش على السلطة عام 1952 قبل أن تسقط شرعيته في يونيو 1967 ثم يستعيد جزءًا منها في أكتوبر 1973 وصولًا إلى فترة ما بعد ثورتي 25 يناير و30 يونيو، لتظل المشكلة الأساسية هي بناء نظام سياسي جديد يتحرر من إرث نظام يوليو 1952 الذي صار باليًا.
في الباب الأول «الأساطير المؤسِّسَة لضرورة استمرار نظام يوليو 1952»، يكشف المؤلف عن أكذوبة مقولة إن الشعب المصري لا يصلح للديمقراطية وإننا لا نصلح إلا تحت حكم فرعون! ثم يتساءل عن السر الذي يجعل البعض يصدِّق أن السبب الرئيسي لمشكلاتنا هو وجود أزمة أخلاق أو ضمير!
وفي الباب الثاني «الجيش والمجتمع» يتطرق حَمَّاد إلى خصوصية العلاقة بين الجيش والشعب في مصر، قبل أن يُجيب عن السؤال الصعب: لماذا لا يُمكن إعادة إنتاج نظام 23 يوليو؟
يحاول المؤلف في الفصل الثالث والأخير «البحث عن خلاص»، الوصول إلى نظام سياسي يَحُلُّ معضلة فشل نظام يوليو في تأهيل مصر إلى دولة حديثة سياسيًّا واجتماعيًّا واقتصاديًّا وعلميًّا وثقافيًّا حتى أصبحت مصر لا تعدو أن تكون الآن "شبه دولة".
