إن الشريعة الإسلامية عامة لجميع المجتمعات البشرية ولذلك تميز فقهها الإسلامي بصفة الشمول فلم يدع الفقه الإسلامي شاذة ولا فاذة إلا قد أتي بها وهو القانون الأساسي للدول الإسلامية كلها وإن انتظام أمر دول الإسلام في الصدر الأول وبلوغها غاية لا تدل بعدها في العدل والنظام لدليل واضح علي ما كان عليه الفقه من الانتظام وصراحة النصوص وصيانة الحقوق ونزاهة القائمين بتنفيذ أوامره كما صر إن الشريعة الإسلامية عامة لجميع المجتمعات البشرية ولذلك تميز فقهها الإسلامي بصفة الشمول فلم يدع الفقه الإسلامي شاذة ولا فاذة إلا قد أتي بها وهو القانون الأساسي للدول الإسلامية كلها وإن انتظام أمر دول الإسلام في الصدر الأول وبلوغها غاية لا تدل بعدها في العدل والنظام لدليل واضح علي ما كان عليه الفقه من الانتظام وصراحة النصوص وصيانة الحقوق ونزاهة القائمين بتنفيذ أوامره كما صرح القرآن الكريم بأن الشريعة إنما جاءت لخير الإنسان وسعادته في معاشه الدنيوي
