تعتمد فكرة تغيير المسئول الفاسد على الضغط عليه بشكل مباشر، والتأثير في شبكة علاقته، والأماكن المحيطة به التي يتردد عليها، أو يعتمد عليها. فنقطة ضعف أي مسئول هي تشعب علاقاته بداية من أسرته وجيرانه والمحلات التي يشتري منها، وانتهاءً بمقر عمله وزملاء العمل ورؤسائه ومرؤوسيه. وتعتمد أغلب هذه الوسائل على تصميم حملة، يكون التصعيد فيها مستمراً حتى تحقق نتائجها.
