من اجل قيام لبنان قابل للحياة، حرَ ومستقل، وقادر على الإستمرار، يضع "روجيه ديب" الوزير السابق في حكومة تصريف الأعمال (1991)، خلاصة تجربته المهنية والسياسية والوطنية، منذ أكثر من أربعين سنة في كتاب جاء تحت عنوان "لبنان المستقر". وفي هذا العمل يتساءل الكاتب: هل نستطيع أن نرى يوماً يستقر فيه لبنان رغم الصعوبات الكثيرة، يجيب الكاتب بنعم، وهذا ما يحاول هذا الكتاب أن يظهره، وأن يعطي الأمل بشأنه. يعتبر الكاتب أن لبنان اليوم أقام التحدي الأكبر: "بناء لبنان يحمل مشروعاً موحداً، وبناء وطن قابل للحياة والإستقرار والإزدهار. نحن بحاجة أن ننأى بوطناً عن الخلافات، والفوضى، وإستعمال العنف، وغياب الدولة، والتأخر في التنمية، والإعتداء على البيئة بإختصار، هل نستطيع أن "نبني لبنان الآخر"..؟. سنجد في هذا الكتاب، دعوة صادقة موضوعية إلى إستخلاص العبر من التاريخ المعاش ورؤية جريئة للبنان المستقر ترسم الملامح الأساسية لنظام ينطلق من الطوائف ويتخطاها، وخارطة طريق للإرتقاء بالوطن إلى كيان منيع ودولة مدنية جامعة تقوم على إرادة التلاقي عند اللبنانيين جميعاً... جاء الكتاب في مقدمة وتسعة فصول وخاتمة تضمنت العناوين الآتية: الفصل الأول: الكيان اللبناني ودور لبنان، الفصل الثاني: الدولة اللبنانية: إشكاليات وتحديات، الفصل الثالث: العلاقات اللبنانية السورية، الفصل الرابع: الخيارات والبدائل، الفصل الخامس: النظام المستقر، الفصل السادس: نحو دولة علمانية لبنانية، الفصل السابع: اللا مركزية واللا حصرية (إعادة هيكلية النظام)، الفصل الثامن: مسارات التطبيق الكبرى، الفصل التاسع: رسالة لبنان وقيمته المضافة (لماذا مصلحة اللبنانيين في البقاء معاً؟). وأخيراً خاتمة ودعوة لكل لبناني مخلص لوطنه يوجهها الكاتب يقول فيها "... لقد صنعنا في الأمس الأصعب، أي خلف لبنان والمحافظة على كيانه (...)، تعالوا نصنع اليوم الأهم: الإستقرار والديمقراطية المسؤولة والإنماء المتوازن. لبنان الإستقرار بعد لبنان، الإستقلال ومعه وفي سبيله".
