حينما وصل رئيس الوزراء الكندي ستيفن هاربر إلى سدة الحكم عام 2006، لم تكن لديه خبرة كبيرة في الشؤون الخارجية، بل كان لديه خطة متطورة لتحويل حكومة الأقلية المحافظة إلى حكومة أغلبية؛ لتحل محل الليبراليين الذين كانوا بمنزلة «الحزب الحاكم الطبيعي» لكندا؛ ونظراً إلى أن حجم المؤيدين لحزب المحافظين من "الأنجلو بروتستانت"، لم يكن كبيراً بدرجة كافية لتحقيق هذا الهدف، فقد لجأ هاربر إلى المحافظين غير التقليديين؛ ومن بينهم: اليهود؛ على أساس وجود قيم اجتماعية مشتركة. وتطابقت جهوده وجهود الزعماء اليهود وحكومة إسرائيل؛ للفوز بدعم الحكومة الكندية وأتباعها في مواجهة الدعم الداخلي المتراجع لإسرائيل، وبروز الأصولية الإسلامية. وقد سرّعت هذه العوامل، حدوث تغيير في سياسة كندا تجاه الشرق الأوسط التي بدأت في عهد رئيس الوزراء (الليبرالي) بول مارتن؛ حيث أصبح موقفها أكثر تأييداً لإسرائيل بعد أن كان يتسم بالتوازن الحذر. ومع أن سياسة هاربر المؤيدة لإسرائيل، قد حازت احتراماً ودعماً من قطاع عريض من المجتمع اليهودي المنظَّم في كندا، إلا أن هذه السياسة عزلت كندا عن التحولات المهمة في دبلوماسية الـشرق الأوسط، وهمَّشت قدرتها على لعب دور بنَّاء في المنطقة. وعلى الرغم من أن كندا ليست لاعباً أساسياً في سياسات منطقة الشرق الأوسط، فإن في وسعها التشجيع على تبني حلول بنَّاءة لمشكلات المنطقة، وفي مقدورها - أيضاً - تقديم خبرات كما فعلت في مناطق أخرى في مجالات؛ كالحوكمة، والنظم الفيدرالية، والإصلاح القضائي، والتنمية الاقتصادية، وحماية الحدود، وتنفيذ القانون، وتدريب قوات الأمن. ولكن ذلك لن يُحقق إذا ما سيطرت السياسات الانتخابية على فكر السياسة الخارجية لحكومة هاربر.
