يقدّم هذا الكتاب دراسة وتحليلاً مفصّلَين للعلاقات الأميركية – الكردية وتفاعلها مع السياسات المحلية والإقليمية والعالمية؛ وهو إذ يستخدم القضية الكردية لتفحّص طبيعة التشابك بين القوى الدولية والكيانات التي لا تشكّل دولاً، فإنه يؤكد على وجود علاقة تفاعلية أميركية مع كرد العراق.
واستناداً إلى أرشيفات حكومية ومقابلات مع شخصيات سياسية في كل من شمال العراق والولايات المتحدة، تحاول الكاتبة أن تضع دراسة الحالة في سياق أشمل للعلاقات الدولية، مركّزة على العلاقات المتبادلة بين اللاعبين (دول وسواها معاً) وبُنى من أنواع مادية وفكرية، فيما يشكّل المسح والتحليل المفصّلان للعلاقات الأميركية – الكردية، الجوهر التجريبي للدراسة التي تؤكد على تشابك السياسات المحلية والخارجية كجزء من المجموعة نفسها من الديناميكيات؛ وتشرح دراسة الحالة بروز العلاقة الأميركية التفاعلية والممأسسة مع كرد العراق، التي شكّلت في الإطار الجغرافي لبلاد الرافدين، سياسة رسمية أميركية غير معلنة في شأن الكرد في فترة ما بعد صدّام.
