تعد مشكلة المياه إحدى أخطر المشكلات التي تهدد الاستقرار في شمال المشرق العربي بين سوريا والعراق من ناحية، وتركيا من ناحية أخرى، نظراً لندرة هذا المورد الحيوي، ولغياب التنسيق بين الدول المعنية حول كيفية التصرف بالموارد المائية المشتركة، ودخول إسرائيل في هذا الشأن في إطار تعاون شامل مع تركيا لتنفيذ مشروعات ذات أبعاد سياسية واقتصادية مشبوهة. ويركز هذا البحث على دراسة مشروعات المياه التركية (وخصوصاً مشروعي جنوب شرق الأناضول وأنابيب السلام)، في ضوء تفاعل الأهداف المائية التركية- الإسرائيلية، دون إغفال التطرق إلى المعوقات التقنية والاقتصادية والسياسية التي تواجه هذين المشروعين. كما عمد الباحث إلى إبراز موقف جامعة الدول العربية الداعم لسوريا والعراق في مواجهة انفراد تركيا بالتصرف في مياه نهري دجلة والفرات، والداعي إلى تطبيق القانون الدولي في اقتسام المياه الدولية. ويخلص الباحث إلى ضرورة إيجاد قاعدة تفاهم عربي حول الأهداف العربية العليا والمصالح الحيوية، واعتماد سياسة مائية عربية مستندة إلى مبدأ الالتزام بالمعاهدات والقوانين الدولية التي تنظم استفادة الدول المختلفة من الأنهار المشتركة، كما يدعو إلى ترشيد إدارة الموارد المائية العربية.
