خضع نظام الاستخبارات ومدى إسهامه في الأمن القومي للولايات المتحدة الأمريكية منذ هجمات 11 سبتمبر/أيلول 2001 للتدقيق الشديد؛ فقد أثار استخدام إدارة بوش المعلومات الاستخباراتية من أجل الحرب ضد العراق الشكوك الداخلية الأمريكية حول قيمة الاستخبارات الأمريكية وأهدافها. واستعرضت المحاضرة الجدل الدائر حول نظام الاستخبارات، وأوردت أفكاراً مختلفة لإصلاح بيروقراطية هذا النظام والأساليب التي يتبعها، ووضعت هذا الجدل في سياق السياسة الأمريكية والأولويات المتغيرة فيما يتعلق بالأمن القومي للولايات المتحدة. وفيما يخص الحرب في العراق، تناولت المحاضرة دعم الاستخبارات للعملية السياسية قبل اتخاذ قرار المضي إلى الحرب، ودعمها للعمليات القتالية أثناء الحرب، وقضايا التحالف والمشاركة في المعلومات الاستخباراتية خارج نطاق الولايات المتحدة. وأشارت المحاضرة إلى أنه من المهم، على صعيد أكثر استراتيجيةً، تناول بعض المعضلات الدائمة التي يواجهها مجتمع منفتح وغني بالمعلومات ويتصف بالشفافية، ومدى انسجام الاستخبارات والسرية مع عملية رسم السياسات العامة. كما تناولت المحاضرة أيضاً موضوع الاستخبارات في عصر العولمة، وكيفية إعادة التفكير في احتياجات المعلومات والاستخبارات في عالم يتزايد تشابكاً وتداخلاً.
