ولد في مدينة حمص بسوريا عام 1934م، وقد تلقى فيها تعليمه الابتدائي والإعدادي والثانوي، ليتجه بعد ذلك إلى تركيا الدولة المجاورة ليبدأ مشوار دراسته للفلسفة، ثم انتقل إلى بريطانيا ومنها إلى ألمانيا لينهي دراسته بحصوله على درجة الدكتوراة في الفلسفة عام 1967، ثم حصل على الدكتوراة مرة أخرى في العلوم الفلسفية عام 1973.
عاد تيزيني لسوريا مرة أخرى ليعمل في التدريس بجامعة دمشق وشغل وظيفة أستاذ في الفلسفة حتى الآن.
وبالإضافة إلى كونه فيلسوفا وباحثا فقد كان لتيزيني تجربة حزبية في شبابه لم تستمر طويلا، غير أنه وبحسب تصريحاته أفادته كثيرا في نشاطه السياسي لاحقا خاصة بعد أن نما دوره الحقوقي حيث ساهم منذ عام 2004 في تأسيس المنظمة السورية لحقوق الإنسان "سواسية"، وشغل منصب عضو مجلس إدارتها وهو ما عرضته للاعتقال السياسي عدة مرات، كان آخرها منذ أسابيع لكن سرعان ما أطلق سراحه.
وتكتسب هذه التجربة الحزبية أهميتها بالنسبة لتيزيني من كونها تجربة يسارية، وهو ما ساهم بشكل كبير في تشكيله وتكوينه الفكري حيث استخدم النظريات الماركسية في تفسير القرآن!! يقول تيزيني عن هذه التجرية في حوار له مع صحيفة الراية القطرية: "في الحقيقة هنالك بعض الجذور التي تشدني إلى السياسة فكراً وممارسة فلقد أسهمت في بعض الأحزاب اليسارية التي نشأت في سوريا لفترة زمنية، كنت بعدها أعود إلى العمل الفكري خصوصاً بصيغة الفكر السياسي، لذلك فالتجارب التي عشتها في أحزاب سياسية معينة كانت تقدم لي تجربة عميقة سعيت وأسعى إلى التنظير لها في إطار الفكر السياسي العربي.
وقد تعمق هذا الاتجاه لديّ حين لاحظت ضرورة العودة إلى الفكر السياسي العربي في التاريخ العربي على نحو العموم فكتبت مثلاً بعض كتاباتي التي امتزجت باهتمام عميق بالسياسة وبالفكر السياسي".
وكالعادة مع أغلب الكتاب العلمانيين كانت أفكار وآراء تيزيني سببا في أن تلتفت إليه المؤسسات الأكاديمية والفلسفية في الغرب، حتى برز من وجهة نظرهم كأحد أهم الفلاسفة العرب إلى درجة أن اختارته مؤسسة Concordia الفلسفية الألمانية - الفرنسية واحداً من مائة فيلسوف في العالم للقرن العشرين عام 1998.
