يواجه العالم في ظل الأزمة المالية العالمية شيئاً أكثر خطورة من مجرد وجود تراجع مؤقت في النشاط التجاري وانخفاض في مستويات الإنتاج المثلى. ومع أن هذه الأخيرة ما برحت تقاس، تقليدياً، باستخدام الناتج المحلي الإجمالي، فقد صار لزاماً التخلي تدريجياً عن هذا المعيار والاستعاضة عنه بآخر يتمثل في مستويات التنمية الاجتماعية والاقتصادية المستدامة. وإذا بدا صحيحاً القول إن الأزمة الراهنة هي الأكثر شمولاً واتساعاً على الصعيد العالمي في مرحلة ما بعد الحرب العالمية الثانية، فإن وصف الأزمة الراهنة بأنها ركود مؤقت ليس إلا تبسيطاً للوقائع لا يمكن القبول به فكرياً أو سياسياً. إجمالاً، بدأ العالمُ العقدَ الأول من القرن الحادي والعشرين بأوضاع اقتصادية آخذة في التحسن وبمعدلات نمو اقتصادي مواتية. فقد شهد إجمالي الناتج العالمي (GWP) خلال السنوات الثلاث الأولى من هذا العقد نمواً سنوياً بلغ متوسطه 3.1%، وظلَّ هذا التصاعد واضحاً في السنوات الثلاث التي سبقت الأزمة. وفي وقت لاحق، حلّ التباطؤ الاقتصادي ونشبت الأزمة، وخلال سنواتها الثلاث جاءت القيمة الكلية لإجمالي الناتج العالمي مساوية لقيمة سنة واحدة من السنوات التي سبقتها. وقد يسأل سائل: علامَ كل هذا الفزع لمجرد أن مستوى الإنتاج انخفض بنسبة 1% فقط في عام 2009؟ أولاً، مؤشر متوسط النمو العالمي لا يعكس التفاوت الكبير بين دول العالم النامي والدول الصناعية، خاصة بالنظر إلى المعادلة الديمغرافية. ثانياً، إن ما نشهده اليوم هو أزمة إعادة توزيع أكثر مما هي أزمة إنتاج. ثالثاً، إن الاتجاهات السائدة حالياً في الأسواق المالية، كالتحركات الإيجابية في أسواق الأوراق المالية لا يمكن اعتبارها مؤشراً إلى تعافي الاقتصاد. رابعاً، غالباً ما يعقب حالات الاضطراب والتعثر في مجالي الإنتاج والتجارة ارتفاع في معدلات البطالة. خامساً، هذه العوامل، وأكثرها أهمية، هو أن الأزمة الراهنة تعد جوهرية من حيث الأساس، وليست مجرد حالة أخرى من الحالات التي ترتبط بما يسمى "دورة الأعمال".
