بينت الدراسة الوضع المائي الحرج لدى دول مجلس التعاون لدول الخليج العربية؛ بوصفها من أعلى دول العالم حرماناً من المياه، ولكنها أكدت أن هذا الوضع لا يجعل المنطقة مرشحة لصراعات على المياه؛ نظراً إلى قلة الموارد المائية المشتركة بين الدول الخليجية. وبينت الموارد المائية المتاحة لدول المجلس، واستخدامات كل منها. وقد حددت الدراسة ثلاثة قطاعات من الطلب على الموارد المائية، وهي القطاع الزراعي والقطاع الصناعي والقطاع الحضري، مؤكدة أن دول المجلس تواجه عجزاً مائياً يصل إلى 15 مليار متر مكعب سنوياً؛ نتيجة التوسع الكبير في هذه القطاعات. وبينت أنواع التحديات التي تواجه إدارة الموارد المائية لدى دول مجلس التعاون، وهي: تحديات خاصة بإدارة الطلب على الموارد المائية، وتحديات مؤسسية وقانونية، وتحديات تقنية. وأوضحت الدراسة الخيارات والبدائل المطروحة للخروج من الأزمة؛ وهي: تطوير سياسة إدارة الطلب على الموارد المائية، والتوسع في استخدام الموارد غير التقليدية، وتطوير الأدوات التشريعية والمؤسسية، وجعل القطاع الخاص يشترك في إدارة الموارد المائية، والتوعية والتدريب للجماهير وللعاملين في قطاع الموارد المائية. وأشارت الدراسة إلى البرامج والخطط التي وضعتها لجان التعاون الخليجية المعنية بالمياه؛ وأهمها: برنامج الإدارة المتكاملة والمستدامة للموارد المائية، وإقامة مشروعات مشتركة للمياه، ومشروعات التعاون الفني المشترك.
