تحلل هذة المحاضرة الآثار التي نجمت عن الهجمات الإرهابية التي وقعت في سبتمبر/أيلول 2001 ضد الولايات المتحدة، والتي أدت إلى قيام التحالف الذي تقوده الولايات المتحدة ضد الإرهاب بتوجيه ضربة عسكرية عنيفة على سبيل التأديب ضد نظام طالبان الذي كان يحكم أفغانستان آنذاك. وإذا كان لعواقب هذه الأحداث تأثير عالمي إلا أن التأثير تجلى بصورة أكبر بكثير في جنوب آسيا،ولا سيما في باكستان؛ وذلك نتيجة للقرب الجغرافي والروابط السياسية-العرقية الوثيقة التي تربطها بأفغانستان. ونتيجة لقرار الولايات المتحدة الأمريكية باتخاذ إجراء ضد طالبان، وجدت باكستان أنه أصبح لزامًا عليها تعديل سياستها الخارجية على نحو سريع، فانضمت إلى التحالف الدولي ضد الإرهاب الذي تقوده الولايات المتحدة. ولقد منح هذا القرار بعض المكاسب الفورية لحكومة مشرف، بيد أن بعض المشكلات طويلة الأمد ما زالت تلقي بظلالها بالفعل،ومن تلك المشكلات: الاقتصاد المتداعي، والأزمة العسكرية القائمة بين الهند وباكستان منذ ستة أشهر، وتراجع الديمقراطية في باكستان، وظهور الإرهاب مجدداً من قبل فلول طالبان والقاعدة والجماعات الدينية الأصولية المنتشرة الآن في باكستان.
