تنقسم هذه الدراسة إلى قسمين، يناقش جيمس فيرون في القسم الأول الحرب الأهلية في العراق وسياسة الإدارة الأمريكية تجاهها والخيارات التي يمكن للولايات المتحدة الأمريكية أن تتبناها للتعامل مع هذه الحرب، والسيناريو الأفضل لتلك السياسة. أما القسم الثاني منها فيناقش فيه راي تقيه السياسة الأمريكية تجاه إيران في ظل الأوضاع الجديدة والواقع الجديد، ويدعو الكاتب إلى تبني خيار الوفاق مع طهران، وبما يحقق مصالح الولايات المتحدة. يرى فيرون أن الخيار الأكثر حكمة وقبولاً بالنسبة إلى الولايات المتحدة هو أن تتبنى سياسة أكثر حيادية في الحرب الأهلية الدائرة في العراق باستخدام الأدوات الدبلوماسية والمالية، وربما بعض الأدوات العسكرية، لترسيخ فكرة أن أياً من الفصائل لا يمكنه الانتصار بمفرده ودون تقاسم السلطة والموارد. أما تقيه فيرى أن أفضل السبل للتواصل مع إيران هو من خلال قيام واشنطن بإجراء مفاوضات مباشرة معها بشأن القضايا المهمة وذلك على أربعة محاور، وهي تطبيع العلاقات، والبرنامج النووي الإيراني، والعراق، وعملية السلام بين الإسرائيليين والفلسطينيين. كما يذهب إلى أن اعتماد نمط جديد للعلاقات بين الطرفين قد يقنع طهران بأن السبيل الأفضل لتحقيق مصالحها هو من خلال ضبطها الطوعي لميولها الراديكالية.
