برنارد برودي، أميركي يحاكم أميركا، يضع سياسة بلاده في قفص الاتهام، ينصب نفسه مدعياً عاماً، محققاً عسكرياً ومحامي دفاع، إنه يفعل كل ذلك في كتابه هذا "الحرب والسياسة". بالمختصر هذا، الكتاب، هو محاكمة أميركية لأميركا، أو قل للفكر السياسي الأميركي الذي ورط واشنطن بحروب كانت بغنى عن خوضها وتلويث سمعتها، عالمياً وداخلياً.
لكن هذه المحاكمة –وهنا يجب التنبه- ليست بقصد الحكم بالإدانة أو الإعدام، بل بهدف ترميم ما تصدع وإعادة بناء ما تهدم. إن برنارد هنا، مثله مثل أي كاتب غربي، ينتقد بلاده سياسية وفكراً وتصرفاً، ليس لتبيان عوراتها، بل لإعطاء صورة نقية عن ديمقراطيتها. الحرب والسياسة، كتاب يشرح العلاقة المتينة بين البذة السوداء وربطة العنق من جهة وبين البذة الموشاة بالأوسمة من جهة أخرى. فالحرب هي ابنة السياسة، والسياسة نتيجة للحرب، عملية منطقية معقدة أليس كذلك؟ نعم إنها لكذلك، ولكنها بالوقت ذاته عملية بسيطة وسهلة.
الخرب ابنة السياسة، لأن السياسيين هم الذين يوقعون بلادهم بمأزق تنتهي بالمعارك. والسياسة نتيجة للحرب، لأن المعارك تلعب دوراً مهماً، إما في توسيع مناطق النفوذ أو في حصرها إلى أضيق مساحة ممكنة، وفي الحالتين لا بد من انتهاج سياسة جديدة، تتوافق مع الواقع الجديد. أميركا، بعد حرب فيتنام، غيرت استراتيجيتها، وصار الشرق الأقصى صدى ذكريات في تاريخها، بعد أن كان حلماً متوهجاً متأججاً. ألمانيا، قبل الحربين العالميتين وبعدها، غيرت من مفاهيمها وأفكارها السياسية.
الحرب الجزائرية، جعلت فرنسا على منعطف سياسي حاد، فجاء ديغول فأعطى الجزائر استقلالها، معلناً بذلك نهاية عصر سياسي فرنسي وبداية لعصر جديد، انعكس على العلاقة الفرنسية الإسرائيلية وظهر هذا الإنعكاس جلياً بعد حرب الأيام الستة في حزيران 1967.
حتى حرب إسرائيل في لبنان كانت وليدة لسياسة ترمي إلى السيطرة على الشرق الأوسط، سياسياً واقتصادياً، وعسكرياً وتحولت إلى سياسة ترتيبات أمنية، تضمن عدم سقوط صاروخ على مستعمرة في الجليل. هذه نماذج ليس أكثر. نماذج قد توضح ما أراده المؤلف من كتابه هذا لذا لا بد من قراءته.
