لقد التبس أمر الدين والدولة في الإسلام على كثير من الدارسين، فمنهم من رأى أن القطيعة بينهما ظاهرة للعيان، ومنهم من زعم أن الدولة في الإسلام دينية أو لا تكون، وقد وقع الفريقان في إسقاط تنميط جاهز من دون قراءة موضوعية للوقائع والحيثيات التي احتضنت نشأة الدولة في الإسلام. وفي هذا السياق هناك مبدأ أساسي في مقاربة الإسلام والديمقراطية يتمثل في تلازُم الديمقراطية والحرّية، ذلك أن الديمقراطية نظام ملائم للحرّية، وضابط لها، ولا تعارُض بين الإلهي والإنساني؛ إذ كلّ منهما مجال أو فضاء لتحقُّق الآخر؛ فالديمقراطية هي المناخ الملائم للمحبّة والعدل. تبين هذه المحاضرة أن الدين الإسلامي لم يفرض شكلاً نمطياً ونموذجاً محدداً للدولة، ولكنه في المقابل أكّد ضرورة قيام الدولة باعتبارها ضرورة للاجتماع البشري. فالملاحظ أنّ الديمقراطية تقع نظرياً في نظام الأفكار الإسلامي المقاصدي العام، ولا تتعارض مع قيمه وغائياته. فالله سبحانه وتعالى هو مقصد المقاصد (الشرط الإلهي)، والحرية هي الشرط الإنساني، والشرطان متلازمان؛ فمن دون غائية تصبح الحرية فوضى، ومن دون حرّية تصبح الغائية إعاقة وتتعطّل الحياة. ويخلص المحاضر إلى أنه من المنطقي أن يعمل الباحث الجادّ على استبعاد الأيديولوجيا المتصلبة والمعطّلة (ولاية الفقيه، والحزب الواحد مثلاً)، وجعل الأحزاب ذات النزعة المطلبية رافعة لمجتمعنا المدني وتحريره من الأيديولوجية، وإنتاج رؤية كونية مشتركة تحتكم إلى القيم الإنسانية بدل العصبيات الإقصائية.
