هذه الدراسة تتضمن مقدمة وخمسة فصول، يشتمل الفصل الأول على قسمين: القسم الأول يدرس مهام الولي الفقيه وصلاحياته في دستور الجمهورية الإسلامية الإيرانية، ويدرس القسم الثاني مهام رئيس الجمهورية وصلاحياته.
الفصل الثاني يتألف أيضاً من قسمين: القسم الأول يدرس دور ملك (ملكة) بريطانيا، في النظام الملكي الدستوري البرلماني المعتمد في هذا البلد، ويدرس القسم الثاني مهام رئيس الوزراء وصلاحياته.
الفصل الثالث كذلك يتألف من قسمين: القسم الأول يتكلم على مهام رئيس الجمهورية الفرنسية وصلاحياته، ويتكلم القسم الثاني على مهام رئيس الوزراء وصلاحياته.
الفصل الرابع يتطرق إلى تفصيل وتحليل مهام رئيس الجمهورية وصلاحياته في الحكم الرئاسي في الولايات المتحدة الأميركية.
الفصل الخامس يتضمن "النتيجة النهائية" لما جاء في الفصول الأربعة.
إن السؤال الأساسي الذي يجيب عنه هذا البحث هو: هل يتمتع الولي الفقيه مقارنة بقادة الدول الأخرى بمهام وصلاحيات استثنائية؟
