الكتاب من تقديم عبد المنعم المشاط وناهد عز الدين. يحوى بين دفتيه الأعمال الكاملة للمؤتمر السنوى العشرين للبحوث السياسية، والذى عقده مركز البحوث والدراسات السياسية ـ جامعة القاهرة خلال الفترة من 5 إلى 7 ديسمبر 2006 تحت عنوان «تداعيات الحرب الإسرائيلية اللبنانية على مستقبل الشرق الأوسط». ففى إطار التزام المركز بدراسة القضايا الحيوية المتعلقة بالوطن العربى وكذا المصالح القومية المصرية، وقع اختياره على تلك الحرب العدوانية التى شنتها إسرائيل على لبنان فى يوليو (والتى عرفت بحرب تموز). بوصفه الحدث الأبرز خلال عام 2005م والذى استحق بجدارة أن يكون موضوعا لمؤتمره السنوى. على أن الاختيار لم يقف عند الحدث فى ذاته، عنوانا للمؤتمر. فلم يقتصر فقط على محاولة تحليل أبعاده المتشابكة. أو استجلاء دوافعه ومسبباته المعلتة والخفية. علاوة على المستقبل، حيث كان الهدف المحورى من وراء إخضاع هذه الحرب للتدارس والحث هو دعوة المشاركين لقراءة ما خلفته وراءها من آثار على نطاق أوسع. ثم استشراف ما تمخضت عنه من تداعيات على مستقبل منطقة الشرق الأوسط بأسرها.وتوزعت بحوث الكتاب على عدة محاور حاولت تغطية الأبعاد المختلفة للحرب بدءا من الإطار الدولى والإقليمى للحرب، مرورا بالجوانب الاستراتيجية والتغطية الإعلامية ثم المواقف الدولية والإقليمية الرسمية وغير الرسمية، وصولا إلى الآثار الداخلية والرؤى المستقبلية. ويضم الكتاب عرضا لفلسفة المؤتمر ثم الكلمات الافتتاحية، ومحاضرة افتتاحية للمستشار هشام يوسف ممثل الأمين العام لجامعة الدول العربية، بالإضافة إلى ثمانية بحوث هى قوام المحاور الثلاثة الأولى بعنوان الإطار الدولى والإقليمى. واستراتيجية الحرب، والتغطية الإعلامية للحرب وتحليل الخطاب السياسى لأطراف الصراع (الحرب النفسية). كما يتناول المواقف الدولية إزاء الحرب، وتشمل الموقف الأمريكى والأوروبى ومواقف الأمم المتحدة وجامعة الدول العربية ومنظمة المؤتمر الإسلامى. والمواقف الإقليمية الرسمية، وتشمل الموقف المصرى والسعودى والسورى والإيراني، وكذلك موقف المجتمع المدى المصرى والعربى والعالمي، والآثار الداخلية للحرب سواء على المجتمع الإسرائيلى أو على الداخل اللبناني، ثم يطرح المحور الثمن والأخير رؤى مستقبلية تتناول مشروعات الإصلاح السياسى والديمقراطية فى الوطن العربي، ومستقبل الثقافة السياسية بين مفاهيم السلام والتعايش والمقاومة، ومستقبل التوازن الاستراتيجى بين إسرائيل والعرب، علاوة على مراجعة لمفهوم الأمن القومى العربى. ويختتم الكتاب باستعراض لأهم الاتجاهات التى سادت المناقشة حول هذا الموضوع المهم.
