تشكل الديمقراطية جزئية في كتاب الحضارات الإنسانية بمسميات ربما تكون مفرداتها مختلفة، إلا أن مفاهيمها متماهية ومصطلحاتها متجاوبة مع معانيها ومعبّرة عن مضامينها. تشكّل معالجة موضوع الديمقراطية، في بعض جوانبها، في هذا الكتاب، مدخل الإجابة المعضدة بالحجج التاريخية والفكرية المقترنة بالتجربة العملية، وبالمنطلقات الثقافية المتعددة على التساؤلات المتعلقة بـ : ـ أصل مفهوم الديمقراطية، وهل هو مفهوم غربي كان للثقافة الغربية أن أضفت على برامجه، وطقوسه، ونواميسه عناصرها التاريخية؟ ـ منشأ الإشكالية في العلاقة المفاهيمية الكائنة في ممارسة الديمقراطية كمناهج وطقوس، في دولة لم تستكمل مقومات الدولة الديمقراطية، حين مقارنتها بالدولة الديمقراطية. ـ ضعف حجج المعادين والخائفين على مصالحهم من الديمقراطية، أمام تعدد أشكالها وأنماطها وما تميّزت به ميكانيزماتها من مرونة ووسائلها من شفافية، بادعائهم إن الديمقراطية لا تناسب أوضاعهم الاجتماعية وثقافة تراثهم الحضاري. ـ تفسير العلاقة بين استقرار التقاليد الديمقراطية، والاستقرار السياسي والمعاشي، والعلاقات السلمية بين مجتمعات الدول الديمقراطية بشكل خاص.
