في هذا الكتاب سنتطرق، إلى "حالات تنموية" تندرج في منجزاتها في المعايير / الإقتصادية / والإنمائية بوضوح بغياب الديمقراطية، بل بنظم حكم تتناقض في قيمها وفي وسائلها مع أبسط المبادئ الديمقراطية وقيمها، ولكن الضرورة الديمقراطية للتنمية تتبع في جوهرها من الحاجة إلى إستقرار المجتمع وإستعداد كافة مكوناته الإجتماعية إلى المشاركة في مجالاتها طوعياً وبرغبة في تحقيق إنجازات متميزة في القطاعات التنموية المختلفة التي تزيد من فرص ديمومة التنمية وتجدر نتائجها وتوزع منجزاتها على المجتمع بعدالة، وهذا ما ينسجم مع الآراء التي تقول إن الصيغة لعلاقة الديمقراطية - التنمية هي صيغة تكاملية في بُنى الدولة الحديثة.
