يتناول هذا الكتاب موضوع تحرير التجارة الدولية ونشأة الجات وتطورها مع التركيز على جولة أوروجواي وأهدافها ونتائجها والاتفاقيات الفرعية الناشئة عنها، وقد تضمنت الاتفاقية الأولى تأسيس منظمة التجارة العالمية "W.T.O" التي بدأت عملها مع بداية عام 1995 لإدارة اتفاقية الجات وجميع نتائج جولة أوروجواي وتوفير برنامج لمفاوضات تجارية متعددة الأطراف وللتعاون مع صندوق النقد والبنك الدوليين في مجال السياسة الاقتصادية. وهذا الكتاب يعرض ويحلل اتفاقيات التجارة في السلع الزراعية وفي السلع المصنعة، والمنسوجات والملابس، وفي الخدمات، وإجراءات الاستثمار، واتفاقية حقوق الملكية الفكرية، وقواعد تنظيم التجارة الدولية. والكتاب يشتمل- أيضًا- على دراسة وتحليل وتقسيم الآثار الإيجابية والسلبية لجولة أوروجواي على الاقتصاد العالمي، واقتصاديات الدول النامية في مختلف مجالات النشاط الاقتصادي. وقد أولى المؤلف عناية خاصة بالعالم العربي حيث أفرد أربعة فصول لدراسة وتحليل الأوضاع الاقتصادية والتجارة الخارجية للدول العربية، كذا تقويم الآثار الإيجابية والسلبية على اقتصاديات الدول العربية بوجه عام وعلى اقتصاد مصر واقتصاديات بعض الدول العربية بوجه خاص. ثم يقدم الكتاب في الفصل الأخير منه، الاستراتيجية العربية المقترحة لمواجهة الآثار السلبية لاتفاقية جولة أوروجواي. نأمل أن يسهم هذا الكتاب في إلقاء المزيد من الضوء على اتفاقية الجات ومنظمة التجارة العالمية.
