لذا، حاول المؤلف أن يقف على أسباب نجاح بعض الدول في مواجهة الفساد وفشل أخرى في هذه المواجهة، وقارن بين الآليات التشريعية والآليات التنفيذية في محاربة الفساد وربط بين (قوة النص، وقوة التطبيق) في مواجهة الفساد، وعليه يكون هذا الكتاب محاولة تتحلى بالجد والمصداقية لتحديد رؤية شاملة لمواجهة جرائم الفساد على المستويين الوطني والدولي وفي جميع المجالات؛ بحيث تحدد كيفية المواجهة التشريعية والقضائية والحكومية وغير الحكومية عبر مؤسسات المجتمع المدني والقطاع الخاص ووسائل الإعلام التقليدية والحديثة.
