هدفت هذه الدراسة إلى تحليل سياسة الاتحاد الأوروبي الخارجية، أخذاً في الاعتبار هذا الترابط الذي يفرض النظر إلى السياسة الخارجية كـ "نظام" متكامل يحيط بما تشهده هذه الظاهرة من تنوّع في القضايا، وترابط في عمليات صنع السياسة، وتغيّر في طبيعة المستهدفين فيها. وقد شهد العقد الأخير تغييراً في رؤية الاتحاد الأوروبي للحركات الإسلامية، من الرؤية النمطية التي تضع جميع هذه الحركات في سلّة واحدة ، كحركات دينية متطرفة مناهضة للحداثة وقيم الديمقراطية، إلى رؤية جديدة تميّز بين الحركات المتطرفة التي تستهدف تغيير مجمل النُظُم والأوضاع القائمة بالأساليب العنيفة، والحركات الإسلامية التي تسعى إلى تحديث مجتمعاتها، وتتبنّى أساليب التغيير السلمي والمتدرج، وتؤمن بالمشاركة السياسية، فتمثّل بذلك قوى محتملة داعمة للإصلاح. في هذا السياق يرى الكاتب أن ما سبق يؤشر إلى أن الحركات الإسلامية أصبحت ضمن محاور اهتمام صانع القرار في الاتحاد الأوروبي، وعلى رأس هذه الحركات "حماس". وتتعاظم هذه الأهمية في حالة حركة "حماس"، مع بوادر تغيير في ممارساتها السياسية، بالنظر إلى إمكانية إدماجها في عملية التسوية السلمية، وما لها من تداعيات على استقرار المنطقة العربية.
