تم اتفاق كامب ديفيد في إطار توجه معين للسياسة الأميركية في الشرق الأوسط، وابتدأ بمسار الـ "خطوة ـ خطوة" في مفاوضات التسوية، وانتهى بما صار يعرف باسم "مشروع كارتر". وهذا البحث محاولة لاستجلاء موقف إسرائيل من "مشروع كارتر", ولتبيان دوافعه وأبعاده وأثره في دول المنطقة وفي الصراع العربي ـ الإسرائيلي وجوهره قضية فلسطين. وقد حاولت القيادة الصهيونية صوغ المشروع الجديد لتضع إسرائيل في قلب استراتيجيته بحيث تستطيع، عبر موقفها المتميز فيه، استكمال بنائها الذاتي وفق مخططاتها المرسومة.
