يعالج الباحث وعالم الآثار ليفراني مسألة أصل المدينة والدولة، وجاء اختيار حالة أوروك (مدينة الوركاء العراقية حالياً)، بموجب طابع القِدم الذي ميزها، ولكونها الأعرق في هذا المجال، إذ ليست فقط مصر ومنطقة وادي السند في مقام ثان بعد أوروك، بل حتى الحالة الصينية النائية أيضاً، كما يبين ليفِراني، فمن تلك البؤرة الأصلية، من أوروك، كان انتشار أنموذج الدولة في شتى أرجاء المعمورة، تارة مقلَّداً وأحياناً محوَّراً حتى يتكيّف مع أوضاع مغايرة. ففي أعقاب المسار الطويل لحضارات العصر الحجري الحديث، من الألف التاسع إلى الألف الرابع قبل الميلاد، شهدت أوروك أول ظهور للمجتمع المتكامل في أحضانها، على هيئة دولة، ومع المراحل المتقدّمة من هذا التطوّر لاح الاكتمال النهائي لسياق التطوّر، ورافقته تكتّلات عمرانية بمستويات غير مسبوقة، وبهندسة معمارية ضخمة وبرونق فخم.
