على أثر الحرب الأهلية اللبنانية التي بدأت عام 1975 تفكك الجيش اللبناني، وسقطت الثكنات العسكرية في كثير من المناطق، هذا الوضع المتردي دفع بالعميد عزيز الأحدب قائد المتطقة العسكرية في بيروت في ذلك الحين بإعلان البلاغ رقم واحد من محطة التلفزيون اللبنانية الرسمية، واصفاً عندها حركته بالإصلاحية وترمي لإنقاذ الجيش وإعادة لحمته. أراد الأحدب لبنان جديد وفق تصور خاص يقوم على العدالة والتعايش بين أبناء الوطن الواحد.
وفي هذا الكتاب يقدم عزيز الأحدب دراسة مهمة تتضمن سبعة مواثيق متكاملة، بيَن فيها الخطوط العامة لبناء لبنان الجديد من خلال اصلاحات متكاملة الحلقات في جميع المجالات وهذه المواثيق هي: الميثاق السياسي، الميثاق الإداري، ميثاق الأمن القومي، الميثاق المالي، الميثاق الاقتصادي، الميثاق الصحي، والميثاق الاجتماعي. وفي كل ميثاق من هذه المواثسق يضع المؤلف حلولاً مقترحة لتعديل الخلل والثغرات في الدستور القديم بناءً على قواعد وقوانين ومراسيم تهدف إلى تذليل الصعوبات وتشكل أساساً يبني عليه (لبنان الجديد).
