صلاح عيسى كاتب وصحفى ومؤرخ ولد فى 4 اكتوبر عام 1939 فى قرية "بشلا " بمحافظة الدقهلية حصل على بكالوريوس فى الخدمة الاجتماعية عام 1961 ورأس لمدة خمس سنوات عددا من الوحدات الاجتماعية بالريف المصرى بدأ حياته كاتبا للقصة القصيرة ثم اتجه عام 1962 للكتابة فى التاريخ والفكر السياسى والاجتماعى تفرغ للعمل بالصحافة منذ عام 1972 فى جريدة الجمهورية أسس وشارك فى تأسيس وإدارة تحرير عدد من الصحف والمجلات منها الكتاب والثقافة الوطنية والهالى واليسار والصحفيون ويرأس الان تحرير جريدة القاهرة واعتقل لأول مرة بسبب آرائه السياسية عام 1966 وتكرر اعتقاله أو القبض عليه أو التحقيق معه أو محاكمته فى عدة سنوات مابين 1968 و 1981 وفصل من عمله الصحفى في الجرائد المصرية والعربية.
أصدر أول كتبة الثورة العرابية عام 1979 وصدر له 20 كتابا فى التاريخ والفكر السياسى والإجتماعى والأدب منها تباريح جريج, ومثقفون وعسكر, ودستور فى صندوق القمامة, ورجال ريا وسكينة, وحكايات من دفتر الوطن, وغيره..

يرصد المؤرخ والمفكر المصري "صلاح عيسى" في هذا الكتاب ظاهرة، لعلّها من أكثر الظواهر خطورة وأهمية في التعبير عن طبيعة الممارسة السياسية للسلطات الحاكمة في مجتمعاتنا العربية، ألا وهي ظاهرة "الجبّ". فكل فرد أو فريق يأتي إلى السلطة "يجبّ" ما تقدم عليه! محاولاً طمسه وإلغاءه، ويعلن عن نفسه على أنه مركز التاريخ وقطبه الأوحد.
هكذا يُشوّه التاريخ ويفقد موضوعيته - طالما أنه ابتُذِل ليكون مجرد تاريخ شخصي أو حزبي: فليس الماضي سوى تمهيد لمجيء الفرد، ولا يعود للحاضر أي قوام وتتعذر قراءته في صخب الشعارات، في حين يفقد المستقبل كل شفافيته وينفتح على هاوية لا قرار لها.
لكن سلطة دون تقاليد، سلطة الهوى والنزوة، تندفع بحمية لبناء وتكريس تقليد القمع، إذْ ليس لها من تقليد آخر سواه لكي تصون هيمنتها؛ وبعبارة أخرى: إنها تخطّ تاريخها الحقيقي - التاريخ الذي ينبغي أن نفتح أعيننا ونقرأه - في إلغاء تاريخ المجتمع، وفي إقامة "الحرم" على "الجماعة" - من حيث هي إجماع وجميع ومجموع وجموع...، أي من حيث هي مجتمع وشعب ووطن وأمّة - وتكبيلها وخداعها وزجرها ومنعها من أية ممارسة ديمقراطية، أي بإختصار: إلغاء وجودها كــ"جماعة".
