إحدى العلامات البارزة في الأدب المصري في الثلاثين عاما الأخيرة.
ولد بقرية البندرة قرب طنطا.
انتقل في منتصف الخمسينات إلى القاهرة وبدأ الكتابة الأدبية في منتصف الستينات حينما سجن لمدة أربع سنوات لانتمائه لتنظيم يساري.
عاش في المنفى ببرلين من عام ١٩74 إلى عام ١٩٨5 لاختلافه مع النظام ثم رجع إلى القاهرة حيث توفي عام ١٩٩٠.
له خمس روايات، وأربع روايات قصيرة، وخمس مجموعات قصصية ومسرحية.

من حيث تتدفق الحارات المتفرقة من الشوارع.. ومن داخل البنايات الجامدة ذات اللون الأسمنتي.. ومن فوق أكوام التراب والقمامة والأوحال.. يكتب "عبد الحكيم قاسم" باحكام واتقان وبأسلوب لا يغفل التفاصيل بل يبحث عنها إينما كانت الصغيرة منها والكبيرة.. لا يكتب عن هذه الأماكن البعيدة عن العاصمة فقط لكنه يغوص في أعماق ناسها وأهلها.. يفتش في هموم إستقرت على أكتافهم وعلى أطراف أهدابهم.. ومهما تعددت القصص والصور فبينهما دائما خيط رفيع يجمع بين ملامحها المرسومة بألوان الفقر والجهل والمرض والخروج من دائرة الإهتمام وسواء عندما يتحدث عن "كوثر" عروس الشباب ذات الوجه المشرق الوضاء ويديها الخشنة التى لم تعرف الرخاء.. او حلمها الأعرج الذي اختفى وراء جدران السحن.. أو حين يصف لنا عرس أمجنازة امتلأت بالناس التى انتها أفواجا من كل فج عميق لا يوقفهم فرح تهلل في وجوههم أو حزن حفر بأزميله تجاعيد أبدية عليها او حينما يصور شحكات إحداهن تحت "الجميزة" او عن صاحب النقود المسروقه في عتمة الليل حينما ارتفع سعاله وضجت عيناه بالدموع ألما وحزنا على السارقة.. إنها قصص يختلط فيها حوار النفس بالاحداق والواقع المظلم ولا تلبث تتسلل إلى حجرات القلوب وتلافيف العقول وتبقى فيها بأصدائها المحزنة.
