تعتبر كل من إيران والسعودية من أهم دول الخليج والعالم الإسلامي، إذ يتميزان بخصائص وإعتبارات تضفي عليهما طابع التفرد والتميز عن باقي دول المنطقة، مما يجعل العلاقة بين الدولتين مميزة ومؤثرة.
ولما كان الدين يلعب دوراً مؤثراً في حياة الشعوب وتوجهاتها، ساهم الدين الإسلامي والذي تشترك به كل من الدولتين السعودية وإيران من تحقيق التقارب وتعمق اللحمة في العلاقات بين الدولتين ممّا يساهم في دفع العلاقات نحو التعاون بينهما، غير أن الإختلاف المذهبي بين الدولتين أثّر سلبياً على هذه العلاقة.
وساهم في جعل التنافس والتناحر والتنازع مستمراً بينهما عند غياب المصالح المشتركة، كما أن وجود النفط في الدولتين ساهم هو الآخر في عدم إستقرار العلاقة بينهما، فمنذ إكتشاف النفط ظهر معه التنافس على صعيد الإنتاج النفطي، وظل قائماً في إطار منظمة أوبك، الأمر الذي يجعل العلاقة بين الدولتين تتناوب ما بين المد والجزر فأحياناً يغلب عليها طابع الحوار والتعاون الإيجابي، وأحياناً أخرى يسودها التوتر والتنافس إلى حدّ الصراع وهي أشبه بالحرب الباردة بينهما.
من هذا المنطلق، جاءت هذه الدراسة لتبحث في العلاقات الإيرانية السعودية من عام 2003، حيث برزت عدة متغيرات في البيئة الإقليمية لمنطقة الشرق الأوسط، وأفرزت الثورات الحاصلة في العالم العربي "الربيع العربي" تغييراً في أنظمة الحكم، وصعود الإسلاميين إلى السلطة في هذه الدول.
وعليه، سنحاول في هذا البحث تحليل العوامل المؤثرة في طبيعة العلاقة بين البلدين في مختلف أبعادها السياسية والإقتصادية والدينية والأمنية لأجل تحليل نقاط القوى ومواقع الضعف في هذه العلاقة، للوقوف على المعطيات التي تساهم في بعث القوى المحركة لبناء علاقات إيجابية بين الدولتين، ومعرفة الأسباب التي جعلت العلاقة بينهما مجهولة المعالم، وما مدى تأثير التطورات الإقليمية والدولية على مسار هذه العلاقة.
