فى بلاد نصف الكرة الجنوبى، تمتلئ المدافن الجماعية بضحايا الأوبئة والجوع يوماً بعد يوم، بينما يعانى الغرب من البطالة. ومن ناحية أخرى، لاتتوقف الإقطاعيات الرأسمالية الجديدة عن الإزدهار. فقد وصل مردود رأس المال الموظف عام 2001 فى الخمسمائة مؤسسة عبر القارية الأقوى إلى خمسة عشر بالمائة سنوياً فى الولايات المتحدة الأمريكية وإلى اثنى عشر بالمائة فى فرنسا.... فماذا يفعل السادة الإقطاعيون الجدد فى هذه الظروف؟ إنهم يعيدون شراء أسهمهم الخاصة فى البورصة بشكل مكثف، ويدفعون للمساهمين حصص أرباح فاحشة وللمديرين مكافآت فلكية... ولكن الحكام الكونيين يتملكهم الرعب من أى فكرة لتدخل الدولة فى لعبة السوق الحرة. بل ويستمرون فى إلغاء مئات الآلآف من فرص العمل وفى تخفيض المرتبات وتقليص الإنفاق الاجتماعيى وتحميل أعباء أكثر على أكتاف الموظفين، بدلاً من التفكير فى إعادة توزيع القليل جداً من أرباحهم الزائدة.... يعمل التخلف الاقتصادى على الزج بالبشر فى سجن كبير، فهو يسجنهم فى وجود يائس. الهروب منه مستحيل والمعاناه لا نهائية. ولا يستطيع إلا قلة قليلة نشر قضبانه والهروب. وهو سجن أبدى يأخذ حلم الحياة الأفضل فيه ملامح حلم مستحيل. وتعتبر فيه الكرامة الإنسانية وهماً، وألم الحاضر أبدياً، ولا يسمح بأى أمل.
