استأثرت ظاهرة هجرة العقول والكفاءات العالية في غضون النصف الثاني من القرن العشرين، باهتمام البلدان المصدرة والبلدان المستوردة، أي الدول النامية والدول التكنولوجية المتقدمة على حد سواء إزاء ما ينجم عن هذه الهجرة من خسارة للثروة البشرية العالية المستوى واللازمة لتحقيق النمو الاقتصادي، ودفع عجلته وتوفير التعليم للأجيال الصاعدة. وتقوم بطرح هذه المشكلة انطلاقاً من أهمية التركيز على مشكلة هجرة الأدمغة العربية، والقلق من استمرار هذه المشكلة واستفحالها بالمستقبل برغم قلة المراجع حول هذه الظاهرة المعقدة والهامة علنا نوفق بالعلاج الناجع. إن معالجة أي مرض في جسم الإنسان يتطلب التشخيص والكشف الدقيق للمرض ومعرفة أسبابه، وإعطاء الدواء الناجع للمريض. وعندما يكون التشخيص غير دقيق، فبالطبع يكون إعطاء الدواء في غير مكانه، ولا يستفيد المريض من الدواء، فالجسد العربي يشكو من نزيف في عقوله وأدمغته ولم يستطع أي قطر من الأقطار العربية معرفة الدواء الناجع لهذه المعضلة، باستثناء بعض المحاولات من بعض الدول العربية.
